There is no dedicated gambling commission. Betting is supervised through units within the Ministry of Finance, which also grants licences for games of chance. The National Revenue Authority handles the tax side. A public official list of licensed online operators was not found on a regulator’s website. Mercury International is treated as the main locally licensed online bookmaker, operating under a Ministry of Finance licence since 2007.

The legal betting age is 18. Sierra Leone does not have a detailed online betting law that clearly sets national KYC, residency, or one-account-per-player rules. Market depth is solid for basic football betting. Every checked EPL fixture had Bet Builder and Cash Out, and the site showed 31 boosted prices in the Odds Boosts section. The Chelsea vs Tottenham page had 119 market groups, including goals, handicaps, halves, correct score, and goalscorers. The weak areas are cards, corners, and advanced player props. The live product is also the strongest I tested in Sierra Leone. The Belgian Cup match alone had 624 in-play markets. Local operators usually had around 10–50 markets per live match. The sampled live 1X2 margins averaged 6.09%. Live betting is broad, but margins are high. The live tab showed 102 real in-play football matches and 207 live events across all sports. In-play market depth ranged from +32 to +131 markets per match, which is strong for a local operator. The downside is price. Sampled live 1X2 margins averaged 11.92%, while Over/Under 2.5 and BTTS on the checked Manchester United match were 11.69% and 11.83%. Live streaming was not confirmed.

ElephantBet has the best outright setup among the local Sierra Leone operators in this review. The live product is clean and usable. In my check, the live tab had 40 real in-play football matches across roughly 20 countries. The bonus setup is unusual. The desktop /bonuses URL returned a 404 error, and no welcome-match percentage or cap appeared on the Why Join or deposit pages. The main offer was available on the mobile site through betPawa’s recurring Win Bonus.
