Rwanda’s 2024 Gambling Policy also lists Ministerial Order No. 01/013 of 20/06/2013 and Ministerial Order No. 001/MINICOM/2023 as important supporting instruments, with the first covering licensing procedures and fees, while the second focuses more narrowly on administrative sanctions related to AML/CFT and proliferation-financing compliance.

The current regulator is the Rwanda Development Board (RDB). The 2024 Gambling Policy says Prime Minister’s Order No. 028/03 of 28/06/2024 designated RDB as the authority responsible for regulating gaming activities. This is important because older licences and older operator materials may still refer to the Ministry of Trade and Industry, but the regulatory role has now moved to RDB.

The rules are also being updated. RDB’s published policy explains that Rwanda wants stronger licensing rules, premises permits, central monitoring, responsible gambling controls, and clearer standards for online operators. The new policy will introduce licensing reforms, strict age and identity verification, self-exclusion, and technical requirements for online operators. In 2025, industry media reported that RDB was undertaking a “thorough review and redesign” of Rwanda’s gambling legal and regulatory framework, while the official RDB notice stated that, until new legal instruments are enacted, the sector remains governed by the existing framework.

One practical problem is transparency. There is no public, regularly updated list of licensed betting operators on the RDB website. Because of that, the safest approach is to check each bookmaker separately: licence details in the footer, terms and conditions, help pages, company name, Rwanda domain, and any direct confirmation from RDB or the National Lottery and Gambling Commission.

For bettors, the basic rules are clear. Online betting is for adults only, and the minimum age is 18. Players must complete identity checks, provide accurate account details, and use only one account with the same bookmaker. Article 34 is also important because it requires each gaming company to have a responsible gaming programme. This programme must include a process to identify players who may show signs of compulsive or addictive gambling, a process to give information to such players, a self-exclusion process, and a way to cancel self-exclusion when allowed by the rules.

Rwanda is now moving toward a stronger player-protection model. RDB’s 2024 Gambling Policy says the country wants a safer and more structured gambling sector, with better age checks, identity verification, self-exclusion and stronger controls for online gambling. I see betPawa mainly as a mobile-first bookmaker for small-stakes football bettors. It does not look as shop-focused as Winner, but it has a strong online identity and a simple “bet small, win big” style that fits the local market.
