Betting Regulation in Brazil
Sports betting is legal in Brazil. Law No. 13,756/2018 legalised fixed-odds sports betting, while Law No. 14,790/2023 added further rules and brought online games into the regulated framework. As the Ministry of Finance’s overview of fixed-odds betting explains, the federally regulated market began operating on 1 January 2025. Since then, betting companies have needed authorisation from the Secretariat of Prizes and Bets to offer bets nationwide.
The Secretariat of Prizes and Bets (SPA/MF) is part of the Ministry of Finance. It authorises, monitors, and supervises federally licensed betting operators. Their sites use .bet.br domains, and the Ministry publishes their companies, brands, and domains on its official list.
For a site offering bets nationwide, check its address against the Ministry’s list of authorised operators. A .bet.br address alone is not enough: the brand and domain should also appear on the list. State-authorised operators are a separate case. As the Ministry explains in its guidance on state licences, they may offer bets only within the state that authorised them. Offshore sites without SPA authorisation cannot legally serve the national market.
Players must be 18 or older, and online sports betting companies must verify their identity before they can bet. Registration involves a CPF, identity documents, and facial recognition. Players must also use a registered bank or payment account in their own name for deposits and withdrawals, as described in the Ministry’s identity-check guidance. Age is not the only eligibility rule: current restrictions also prevent some adults, including Bolsa Família and BPC recipients, from opening or keeping accounts with federally licensed online sportsbooks.
Credit cards cannot be used for betting deposits. According to the Ministry’s payment guidance, operators may accept debit and prepaid cards, but they cannot provide credit to bettors. The rules also allow eligible electronic transfers, including Pix and TED, from the bettor’s registered account. Pix is widely used by licensed Brazilian bookmakers, but it is not required by law.
Traditional welcome bonuses and rewards tied to deposits are prohibited. Brazilian betting sites cannot give a bonus or other benefit in advance to attract someone to register or place a first bet. They may offer promotions, rewards, and loyalty programmes under specific conditions. SPA’s guidance on rewards makes clear that these rewards cannot depend on a player depositing money. Licensed websites for sports betting therefore use offers such as missions, boosted odds, prediction games, and loyalty rewards, each with its own terms.
The range of sporting events is regulated too. Portaria MESP No. 27/2026 lists the sports and disciplines eligible for fixed-odds betting. Bets on youth development competitions and events involving only athletes under 18 are prohibited.
Betting tax is based on annual net prizes, not a tax charged on each winning bet. Bettors combine results from all operators, but calculate sports betting, online games, and fantasy sport separately. A loss in one of these categories does not reduce a profit in another.
For the 2025 calendar year, the exemption threshold was R$28,467.20. The 15% income tax rate applies only to the portion of annual net prizes above that amount. Operators must provide a yearly results statement called ComprovaBet by the last business day of the following February.
Illegal betting sites remain an enforcement target. Authorities can block access to unauthorised sites, restrict their advertising, and work with the financial system to stop payments to illegal operators.
Responsible Gambling in Brazil
Brazil’s responsible gambling rules are built around Ordinance SPA/MF No. 1,231/2024, as amended. It sets duties for licensed operators on safer gambling, player information, advertising, and marketing. Licensed sites for betting must provide tools that help players control their betting.
In practice, SPA-licensed operators must ask players to set loss and time limits when they register. They must also offer limits based on the total amount deposited or the number of bets, plus session-time alerts or blocks and the option to take a betting break. Players should use these tools early. Before placing regular bets, set a deposit limit that matches your real budget, not the maximum you can technically afford.
Self-exclusion is also part of the licensed system. Operators must let players exclude themselves from an individual site and provide a clear link to the government’s central service. Brazil’s central self-exclusion platform has been available since December 2025. It lets a person request exclusion from all federally authorised betting sites through one government route.
This is a strong protection tool for players who need a clean break across licensed sites. It blocks existing betting accounts, prevents new registrations linked to the person’s CPF, and stops targeted betting advertising from authorised operators. The government self-exclusion service says operators may take up to 72 hours after identifying a request to apply the block. The system was developed for the SPA by Serpro, Brazil’s Federal Data Processing Service.
Players who feel gambling is affecting their money, mood, work, or family life should not wait for losses to grow. A lower account limit can help with early control, a pause can help during pressure, and central self-exclusion can help when betting needs to stop across licensed sites.
Support is also available outside bookmaker accounts. The Ministry of Health says the SUS can support people affected by betting harm through primary care at UBS clinics and specialist mental-health care at CAPS centres. Since August 2026, Meu SUS Digital has also offered remote mental-health consultations for people affected by gambling and their families. The central self-exclusion platform also points users towards mental-health and financial-education material.
For emotional distress or suicidal thoughts, CVV offers free, confidential support on 188 at any time. Players can also seek peer support through Jogadores Anônimos do Brasil and clinical support through UBS and CAPS. If someone is in immediate danger, they can call SAMU on 192 or go to an emergency care unit. Ask for help early, before betting affects rent, bills, family life, or work.
Advertising rules have also become stricter. Since 17 July 2026, betting ads must carry one of three specified risk warnings: betting can cause dependency, make you lose money, or is not an investment. The Ministry of Finance said the aim is to reduce abusive advertising and strengthen consumer protection.
My practical advice is to set limits on day one, keep the CVV 188 number saved, and use self-exclusion if betting stops feeling like entertainment. Brazil’s rules give players tools to limit or stop betting, and support is available even when gambling has become hard to control.
Important Notes
Margins are estimates from odds observed during this review, not a fixed charge on each bet. Most pre-match 1X2 samples include ten Série A matches (Bullsbet: nine), but prices can change between checks. The live samples differ in leagues, match minutes, scores and sample sizes. Their averages describe the checked fixtures; they cannot establish a general live-odds ranking or a surcharge relative to pre-match odds. Over/Under and BTTS are separate markets, and their averages may cover fewer fixtures than the 1X2 samples. Licensing details were checked against the Ministry of Finance’s list of authorised companies and brands on 24 September 2026.
Licensed operators may accept debit cards but cannot accept credit cards. I made a Pix deposit and requested a Pix withdrawal at each site.

Betano is one of Brazil’s most visible regulated betting brands. Before the market launched on 1 January 2025, it sponsored Copa América, the Brazilian top flight and individual clubs. Its authorisation application was registered as No. 0001/2024; the licence was granted under Ordinance SPA/MF No. 246 of 7 February 2025.
Betano’s experience in other regulated markets also helps. The brand already operates in countries such as Greece, Portugal, and Germany, so Brazil was not its first move into a strict licensing environment.
Betano offers two deposit methods: Pix and Open Finance. Both have a R$5 minimum and a stated upper limit of R$200,000. Pix deposits are credited instantly without an operator fee. Open Finance is a pay-by-bank option that takes around five minutes. Withdrawals are available through Pix, with a R$50,000 per-transaction cap. The stated internal processing time is about one minute, but that does not guarantee when the money will reach the player’s bank account.
The Betano app is the best way to use the sportsbook in Brazil. The Android app is around 65 MB, has more than 5 million Google Play downloads, and launched in June 2025. An iOS app is also available. The app is built for mobile betting, not just copied from the desktop. Pre-match 1X2 pricing is sharp for Brazil. Across ten Brasileirão Série A fixtures, I calculated an average 1X2 margin of 4.63%. The best-priced match was Flamengo vs Corinthians at 4.42%, while the widest was Atlético-MG vs Fluminense at 5.23%. Over/Under averaged 4.90% across the three top fixtures I checked. BTTS averaged 6.88% in those fixtures, still competitive against the BTTS figures reported for most other operators here.

Market depth is strong. On Flamengo vs Corinthians, Betano covered 1X2, Double Chance, Draw No Bet, multiple Over/Under lines, Asian and European handicaps, half-time markets, HT/FT, Correct Score, corners, cards, and goalscorer markets.
Bet Builder, shown as Criar Aposta, was available on every match page I checked. Betano also offers Super Odds, which remove the bookmaker margin on selected result markets, and Substituição de Ouro, which protects some player-prop bets if the selected player is substituted.
I checked eleven live football fixtures at Betano. Their average live 1X2 margin was 10.84%.
The live market range is still useful. I found 1X2, multiple Over/Under lines, Next Goal, team goal totals, Double Chance, Draw No Bet, Correct Score, and Asian Handicap. Standalone BTTS was not found on the live matches I checked, only inside combo markets.
Betano’s live match centre is a strength. It includes a real-time pitch tracker, ball position, match events, statistics, and recent form, all available without logging in. That helps players follow live games before placing an in-play bet.

In Brazil, bet365 is run by HS do Brasil LTDA, based in Barueri, São Paulo. The number 0021/2024 identifies its authorisation application; its federal authorisation was granted under Ordinance SPA/MF No. 250 of 7 February 2025. For Brazilian bettors, the brand brings a strong reputation built on global experience, deep football markets, and live streaming. The trade-off is that bet365 does not lean heavily on bonuses or local marketing. It competes mainly on product depth.

BTTS averaged 7.18% across those fixtures, with Flamengo vs Corinthians reaching 7.86%.
Market depth is where bet365 stands out. On the biggest Série A fixtures, I found core markets such as 1X2, goals, handicaps, and Correct Score, but also advanced player stats. These included shots, shots on target, assists, fouls, tackles, and goalkeeper saves. That level of player-prop depth is rare in Brazil.

Bet Builder, shown as Criar Aposta, was available on every match page I checked. The site also displayed pre-built combos with live odds, which is useful for beginners who want same-game ideas without building everything from scratch. Early Payout, shown as Pagamento Antecipado, and Odds Boosts, shown as Acum. Aumentado, exist as site-level features. I did not find them active on any of the ten Série A fixtures I checked, so they appear to be used selectively rather than across the full round.
The fourteen checked live matches averaged an 8.67% 1X2 margin. Live Over/Under 2.5 averaged 8.14% on the two fixtures with available prices. BTTS appeared in the live menu, but I did not find active odds for it on the three matches I opened.
The live product itself is impressive. Live streaming was available even on niche competitions, including Egypt’s second division and Azerbaijan’s first division. During my check, bet365’s public promotions page showed Reward Matcher, a symbol-matching game, and Desafio de 6 Placares, a correct-score challenge.
bet365 is one of the best bookmakers in Brazil for bettors who use player props, live statistics and selected video streams. Its Série A futures menu was shorter than its match-day menu, and Early Payout and boosted odds were not active on the ten checked fixtures.

Superbet was among the first sports betting platforms granted a full federal authorisation for Brazil’s regulated market. The licence was granted through Ordinance SPA/MF No. 2,090 of 30 December 2024 and is valid until 31 December 2029.
The brand also has a clear local footprint. Superbet appears on the shirts of Fluminense and São Paulo, has a partnership with responsible gambling organisation Gambling Therapy, and was among the operators nominated for the Reclame Aqui 2025 award.

The live product itself is well-built. Bet Builder stays active in-play, the same market tabs from pre-match are available live, and live video streaming was confirmed on selected matches through the Transmissão icon. At the time of my check, there were more than 120 live football matches across many competitions, although some in-play markets were briefly suspended, which is normal during live betting.

Sportingbet is Entain’s Brazilian brand, and it has a strong local profile. In January 2025, Sportingbet became the master shirt sponsor of Palmeiras, one of Brazil’s biggest football clubs.
The bookmaker is also the first official betting sponsor of the NBA in Brazil. These partnerships show that Sportingbet is investing seriously in the local market, not just offering a copied international product.
Sportingbet is authorised in Brazil under Ventmear Brasil S.A., part of Entain’s Brazilian operations. Entain has also described Brazil as its fastest-growing market outside the US, which adds weight to Sportingbet’s long-term position in the country.
Sportingbet offers Pix deposits and withdrawals, with a R$5 minimum withdrawal. The operator does not charge a withdrawal fee, although the player’s bank may apply its own charge. To withdraw, players must verify their account with identification, a selfie, email and phone number; the payment account must belong to the bettor.

Player props are also useful, with shots and shots-on-target markets available for several players per match.
Bet Builder is prominent on every match card. It appears above the 1X2 line and includes a ready-made Populares tab, which is useful for bettors who like same-game combinations. The main gaps are cards, individual player booking markets, team-level statistics, and a proper pre-match stats tab for head-to-head form.
Across three checked live matches, I calculated an average 1X2 margin of 13.35%. Live Over/Under averaged 10.14%, and the available BTTS prices averaged an 11.33% margin. Some goal lines on smaller fixtures started at higher thresholds than usual.
Sportingbet offers an in-play stats tracker covering goals, cards, corners, penalties, and substitutions. Bet Builder is also available live. Live streaming is advertised on the promotions page, but I did not find streaming on the lower-tier matches I checked.

Sportingbet’s Brasileirão outrights cover the main season stories. I found title winner, relegation, survival, Top 2, Top 4, Top 5, and Vencedor sem Flamengo, which lets players bet on the title race without the heavy favourite. The section is functional, but not deep. I did not find Top 3, Top 6, Top 10, exact finishing positions, team points totals, or deeper specials. Player outrights also appear limited to Top Goalscorer.
Sportingbet’s promotions page is active, with several sports offers and listed advantages available during my check. The most Brazil-focused promos include free bets for CONMEBOL multiple bets, a free bet when a Brazilian player scores in the Champions League, team-branded offers tied to Vasco and Palmeiras goals, and Chute Certo prediction contests with prizes up to R$20,000 in cash.
Several free-bet promos require players to join first, place a valid settled bet, and avoid early Cash Out, as cashed-out bets do not qualify. Some rewards are not credited automatically and may take up to 48 hours after the match ends. Founded in 2018, Esportes da Sorte is a well-known Brazilian betting brand.
The brand operates nationwide through Esportes Gaming Brasil Ltda, authorised by the Secretariat of Prizes and Bets under Ordinance SPA/MF No. 136 of 22 January 2025.
On the consumer side, the brand performs well. On Reclame AQUI, Esportes da Sorte carries the RA1000 seal and an “Ótimo” reputation, with an average score near 9.0 and a resolution rate of around 89.1% for January to June 2026.
Esportes da Sorte uses Pix for deposits and withdrawals. The minimum deposit is R$1, and the minimum withdrawal is R$20. Withdrawals arrive in under five minutes.
The mobile version is properly adapted for phone screens. On my Android phone, Esportes da Sorte opened in a mobile-first layout with a top menu, login and registration buttons, sport shortcuts, promo tiles, and a fixed bottom navigation bar for Casino, Cassino ao vivo, Esportes, Ao vivo, and Início.
The layout is visually busy because casino and promo content take a lot of space above the sportsbook sections. Still, the page fits the screen correctly, text is readable, and the main betting areas are easy to reach from the bottom bar.

Player props are better than expected for a local Brazilian sportsbook. I found anytime goalscorer, score-or-assist, and shots-on-target markets for individual players. That gives the pre-match product more depth than a basic result-and-goals setup.
There are still gaps. The handicap section uses three-way European handicap, not a full Asian Handicap menu with half- and quarter-goal lines. Cards betting is thin, with only a couple of markets and no confirmed player- or team-specific card options. Bet Builder is available, though the limited card and Asian handicap menus restrict the combinations I could make.
Only one football match was available during my live check, an Azerbaijani Premier League fixture. Its live 1X2 margin was 9.72%, and Over/Under was 7.60%.
The live market menu covers the main categories: result, goals, handicaps, and Correct Score. However, corners, cards, player props, and live Bet Builder were missing from the in-play sample, even though some of those categories were available before kick-off.
The live tracker showed shot counts, corners, cards, an animated pitch view, and a match timeline. Those tools helped me follow the match despite the limited market menu in the single live fixture I checked.

The Brasileirão outrights section covers the basic season markets: league winner, relegation, Top 4, Top 6, bottom club, and Top Goalscorer. That is enough for simple futures betting.
The issue is price depth. The title-winner market showed changing prices on only three clubs, while the rest were listed at 100.00. Bettors interested in an outsider should compare those prices with other sites before staking.
The main football offer is Aposta Segura, a safe-bet promo where players can stake up to R$50 on a qualifying football match and receive the stake back as a free bet if it loses. The free bet has important limits. It must be used on an accumulator with at least three selections, each at minimum odds of 1.50. Returns are capped by free-bet size: R$250 for R$5-R$10 free bets, R$500 for R$20-R$30 free bets, and R$1,000 for R$40-R$50 free bets.

Esportes da Sorte is one of the top betting sites in Brazil for small-stake bettors seeking sharp pre-match Série A odds and varied goals and player props. Its handicap and card options were less complete, while corners, cards and player props were absent from the live fixture I checked.

Betnacional was established in August 2021 and has grown into one of Brazil’s more recognisable domestic betting brands. It positions itself as “the bet of Brazilians,” and the local investment backs that message up.
The brand sponsors major Brazilian sports and media properties, including the Rio Open, Futebol 2026 on Rede Globo, Sport Recife, and Cruzeiro. It has also worked with high-profile ambassadors such as Vinícius Jr., Nattan, and Galvão Bueno.
Betnacional is authorised by the Secretariat of Prizes and Bets under the federal framework. The parent company also has serious backing. Flutter Entertainment completed its initial 56% acquisition of NSX Group in May 2025 for approximately $350 million, putting Betnacional in the same wider corporate family as FanDuel and Paddy Power.

Across the three top fixtures I checked, Over/Under 2.5 averaged 6.91%, while BTTS averaged 8.06%. Bettors who use those markets regularly should compare prices on their chosen matches.

Market depth is strong in selected areas. On Flamengo vs Corinthians, Betnacional covered Over/Under from 0.5 to 4.5, BTTS, team totals, HT/FT, and several combo markets. Jogada Extra is easier to use, with a minimum of 1.50 per pick. Criar Aposta Aumentada boosts selected Bet Builder combos by 50%, but the combination needs minimum odds of 4.00, and the boost is capped at R$500. Turbinaço and Super Odds rotate boosted prices on selected matches, although the Turbinaço cap of R$50 limits the value for bigger stakes.
Betnacional is one of the best online bookmakers for bettors interested in player shots and fouls, a visible two-goal Early Payout feature and unusual season futures. Corners and cards were missing from the live matches I checked.

BTTS averaged 5.79%, which is competitive.

Market depth is genuinely wide. I counted more than 240 market groups per fixture, covering 1X2, Double Chance, Asian and European handicaps, corners, cards, Correct Score, HT/FT, and player props. The missing areas are team season markets, head-to-head club finishes, and manager-related markets.

The goalscorer section is a clear strength. I found 57 goalscorer selections across first-scorer, last-scorer, and anytime-scorer lists for both squads. This counts picks, not 57 different market types. Bullsbet also advertises Substituto Dourado, which offers substitution protection for eligible player-prop bets.
Bet Builder is available as Criador de Apostas, and the keyword market search tool makes it easier to find specific markets on larger match pages. These are useful features for players who do not want to scroll through every category manually.

Bullsbet does not offer visible Brasileirão outrights. I searched the league page, side menu, A-Z navigation, and terms such as Campeão, but did not find title winner, Top 4, relegation, or Top Goalscorer markets. That is a notable gap in the checked product. Players who want to bet on the title race, relegation, or a season-long top goalscorer should look for a bookmaker listing those markets.
Brazil’s regulated market does not allow traditional welcome bonuses, but Bullsbet still shows a persistent 100% badge near the registration button.

- All ten sites cover basic football bets. A casual bettor looking for match results or goals markets will find familiar options at any of them. The differences become clearer with more specific bets.
- Specialist markets showed clearer differences. Betnacional listed several shots-on-target and fouls thresholds for almost entire squads. Estrelabet covered passes and goalkeeper saves, while Sportingbet had detailed corners markets. Those distinctions matter more to bettors who regularly use these markets.
- Pre-match Série A prices varied. Esportes da Sorte had the lowest average 1X2 margin in my sample at 4.32%. Betano followed at 4.63% and 7Games at 4.80%. Bullsbet had the highest at 7.56% across nine matches. These figures reflect the odds available when I checked.
- Live tools varied across the checked matches. I confirmed video on selected fixtures at bet365 and Superbet. bet365 also showed detailed live statistics, including xG. The live margins came from different matches and match states, so they do not support a ranking of live prices.
- Season markets ranged from broad to absent. Betano, Betnacional and Estrelabet offered varied Série A futures. bet365 and Blaze had only a few main options, and I found none at Bullsbet.
- Small deposit limits did not always mean small withdrawal limits. Superbet and Esportes da Sorte both accepted R$1 deposits. Their minimum withdrawals were R$50 and R$20 respectively.
- Promotional value depended on the conditions. Superbet’s maximum accumulator boost required 27 selections. Esportes da Sorte’s Aposta Segura refund came as a free bet with accumulator requirements and return caps. The headline reward alone did not show what a player would receive.
